The National Leadership Engine Project

 The National Productivity & Competitiveness Council under the aegis of the Ministry of Financial Services and Good Governance in collaboration with the Ministry of Youth and Sports is implementing the “National Leadership Engine” (NLE) project with the aim of developing a leadership pipeline to achieve higher productivity and better living for the nation.  Empowering youth to be the agents of change at the community level will strengthen socio-economic well-being at the national level.  Experiences around the world have demonstrated that rapid, inclusive, sustainable socio-economic development is achieved by strong leadership. Strong leadership and management is a key factor in fostering innovation, unlocking the potential of the workforce and ensuring organisations have the right strategies to drive productivity and growth. However, it is also a fact that the volatility, uncertainty, complexity and ambiguity (VUCA) inherent in today’s landscape is the “new normal” and it is profoundly changing how leaders lead. The skills and abilities leaders once needed to help their organizations and communities thrive are no longer sufficient. The need to develop leaders who can counter volatility, uncertainty, complexity, and ambiguity with vision, empathy, understanding, clarity, and agility are critical.

The Philosophy

The National Leadership Engine is based on the work of Noel Tichy, who ran GE’s Leadership Development Centre. Tichy’s teaching model posits that CEOs should engage with a virtuous learning cycle. He advocates that for organisations to be successful, leaders should be grown at all levels. Tichy argued that each leader has a teachable point of view, that is, an inspiring story that leaders use to define themselves and their values, with which they communicate and teach others to emerge as leaders.   This Leadership Engine concept has been adapted to the national context whereby Mauritian Youth are being trained to develop a leadership pipeline by growing greatness.

 

Growing Greatness

Just like the tiny seed gives rise to a giant oak tree, similarly we, humans, have the capacity to assume gigantic proportions in terms of our positive influence on the world around us. The National Leadership Engine project, has been conceived and designed in such a way that our young fellow countrymen at all levels, whether they work in the public or private sectors, whether students or unemployed, ALL develop and grow their potential to become leaders.

 

The National Leadership Engine Project is meant to transform youth into agents of positive change, resolute in their determination and drive to transform themselves and their immediate surroundings including their family, workplace and the community at large.

 

The project will enable the creation and profusion of community projects, which will have a visible and practical impact in the lives of our people. In the long run, while sustaining the virtuous learning cycle among young leaders and their peers, we wish to achieve a compounded synergy. In the process, our young emerging leaders will grow “Greatness” every day and let their beauty shine for a greater good.

 

Fundamental Vision and Values

The NLE project contributes to achieving the Vision of the Government through the development of a new breed of leaders who can thrive in the volatile, uncertain, complex and ambiguous (VUCA) environment and contribute to the citizen’s well- being. 

 

The core values guiding the participants of NLE project are as defined by the Mauritian Leadership brand being:  Innovating and Trusted Leaders working Together towards Excellence.


The Mauritius Leadership Brand (MLB) has two major elements: the fundamentals leadership codes and the differentiators which our leaders must master.

Project Objectives

The objectives of the NLE project are as listed:

·       TO SHOW THE WAY by sensitising youth about leadership

·       To trigger inspiration to help them ADOPT THE WAY 

·       TO CULTIVATE THE WAY through enabling a pipeline of leader trainers

·       To teach a team of trainers for coaching youth in youth centres on LEADING THE WAY.

·       TO WALK THE WAY through training and empowerment of youth to implement leadership projects for the community.

·       TO MEASURE THE WAY by evaluating the leadership engine projects through given KPIs.

·       TO CELEBRATE THE WAY by show-casing leadership engine projects through a convention and recognition programme.

·       TO INCULCATE THE WAY to sustain a culture of leadership by engaging celebrated youth leaders inspired by their successful experiences to feed the leadership pipeline.

 

The Target Group

The main target group for the NLE project is Youth aged 18 and above.  Most of the participants registered have at least reached the secondary school level and therefore most of them have a good command of English.  In many cases, parents have strongly provided the necessary support to motivate Youths to participate in the NLE project.  Most of the participants completing successfully the NLE project are motivated to do more projects at the community level.


The Methodology for Implementation 

The methodology underlying the implementation of the NLE project in 11 Youth Centres is shown below:

The NLE project has been rolled out in three phases. The IGNITE phase, launched in October 2018, consisted of the training of trainers whereby more than 100 participants were trained to become leader trainers. The trainers were required to train more than 350 youth at 11 Youth Centres, namely, Bambous, Flacq, Floreal, Helvetia, Montagne Blanche, Pamplemousses, Port Louis, Rivière du Rempart, Rose Belle, Souillac and Trèfles.  Youth aged 18 and above were empowered with personal and social competences. 

 

During the DRIVE phase, the NLE participants along with their trainers had to demonstrate their leadership skills by conceptualising and implementing community-based projects in their locality.  The Citizen Support Unit was requested to provide their support to identify the projects. In total 42 projects were submitted for regional assessment by participants from the 11 Youth Centres.  The themes of the projects submitted covered the following areas or categories: Animal Welfare; Behavioural/ Etiquette; Drug Abuse; Education; Elderly; Employment; Environment; Health; Ethics; First Aid /Road Safety; Health; Homelessness; Mental Health; National Security; Persons with Disabilities; Social; Sports; Unemployment and entrepreneurship; Youth.  From these, the best project from each Youth Centre was selected to participate in the National Assessment. 


 The INSPIRE phase consists of the National Leadership Engine Convention whereby the top three projects selected out of the 11 presented will be awarded cash prizes.  All participants will be handed over a certificate while the best project in each Youth Centre will be receiving a trophy..

Leave no one behind: Empowering youth with disabilities

Project Abstract

To work towards the inclusion and development of persons with disabilities in the Black River region, the Dynamic Warriors approached the Association des Parents pour la Rehabilitation des Infirmes Moteurs (APRIM) to organise various activities for the well-being and self-awareness of wheelchair-bound persons. The project involved organising an exchange programme involving recreational activities between persons who are wheelchair-ridden and a group of youth from a lower-class background. The aim was to create a propitious environment in which both groups can be a source of inspiration to each other.

Results and Impact on beneficiaries

The project benefitted 58 people in total including disabled persons, parents, staff and the group of youth. The outcomes of the project are listed below:

(a)27 beneficiaries including 8 disabled persons, 9 parents, 7 youths and 2 educators followed the first aid awareness session and awarded an attendance certificate;

(b)Paper handicraft session was provided to 24 disable persons, 11 parents, 16 staff and 7 youths. This activity has been included in their weekly curriculum in a view to curb the use of plastics;

(c)all beneficiaries were sensitised on employability and prospects of disabled persons in the government and private sectors;

(d)all persons with disabilities were presented a medal as a recognition for
participating in the activities; and

(e)the members of the Dynamic Warriors increased their communication and leadership skills along with their self-confidence through the various activities organised.

Project Abstract

The inhabitants of Flacq and neighbouring villages think there is a problem concerning the dumping of the unoccupied plot of lands which are causing a lot of nuisance and this need to be tackled but as the scavenging only pick up only specific waste, there are other wastes such as for toilet vase, vehicle parts, glass, plastic waste among others which are left unattended.

Results and Impact on beneficiaries

• Provided a framework for the project’s activities which were shared with all team members

• Identified needed resources -potted plants, bin bags, caps, t-shirts, transport etc

• Negotiated with higher authorities - Police de L’Environnement, District Council, Minister of Financial Services and Good Governance, Beach Authority, NPCC and

• Coordinated activities for the cleanup day with all stakeholders involved - volunteers, villagers, authorities

• Kept the vision clear and the work on track

• Made sure everyone on the team contributes and benefits

Project Abstract

There were many school age, children, doing nothing, just erring on the street at around (10 00 – 1200hrs). We asked a few questions on literacy and numeracy but the response was poor, they did know how to write names amongst others.

Results and Impact on beneficiaries

Although the project was carried out within five sessions where only three days were dedicated to intervention, a few short-term goals were achieved. The following lists the immediate results achieved after 3 group sessions:

1. Children showed interest and were motivated in looking forward to the next sessions.

2. A few children who were initially impulsive and interfering during their peer’s turn showed more self-control, especially after a regular briefing about the Do’s and Don’ts when involved in group play. Many of them were able to respect turn-taking and take initiative to queue up during particular activities.

3. At the end of the session, many of them were able to retain new vocabulary.

4. Children who showed difficulty with letter spacing could understand and integrate word and letter spacing when forming letters and words with 3-dimensional objects such as pebbles.

5. When children were asked to describe a picture from a book in their native language that is, creole, they could better understand when the same description was explained in French/English.

6. Children demonstrated much creativity when they were given the choice to choose which activity to do first and set up a few rules and regulations to be respected during the intervention.

7. Having a short duration of interesting activities allowed the children to be more focussed and work in a more rapid and efficient way.

The result obtained from the group intervention was potentially noted as a great achievement by team members. The whole concept of learning through play shows that children with poor results in grade 2 and 3 could catch up by strengthening their basic literacy skills first which are the pillars for academic achievement.

Project Abstract

Microwave radiation slowly killing our children.

Results and Impact on beneficiaries

The feedback from parents, schools staffs, village councillors and the public were positive. They accepted the facts that excessive use of mobile phones/tablets is becoming a real social danger among our kids but they were not aware of the health hazards associated with these gadgets. Our good communication skills helped this awareness and the activities we had organised gave them food for thought. They eventually brought changes in their lifestyles by the reduction of the microwave radiations devices. Surveys (refer to analysis charts above) and video interviews (refer to Interview-testimonial –in pen drive) which were done after organised events to evaluate if parents and children have adopted tips which were given to them.

Sustainable Household Waste Management

Project Abstract

The mismanagement of household wastes results in the degradation of the environment

Results and Impact on beneficiaries

The overall impact of this project is showcasing how to move from waste management to resources management. The results achieved are:
1) Production and selling of compost from household organic waste - above 800 kg waste collected over 3 months
2) Recycling and Re-use of plastic bottles - above 500 Kg collected over 3 months
3) Collection of household used cooking oil to be converted to bio-diesel - above 300 L cooking oil collected
4) Ongoing awareness/sensitisation campaign - Wall painting, press coverage 5-plus, Star, Inside news, MBC TV and Channel news video interview

Project Abstract

Homelessness is on the rise in the vicinity of Port Louis and an ongoing issue nationally. This project has been designed optimally to support these people facing several difficulties living in deprived sheltered and non-sheltered areas in the city.

Results and Impact on beneficiaries

Empowered youngsters would ensure that homeless people in the locality of Port Louis be acquainted of the forthcoming secured area. The results achieved are:
1) Construction & Renovation of Toilets and Bathroom

2) Survey & Distribution of Hot meals

3) Distribution of Hygiene Kit & Winter Clothing

 

The homeless people must either commute long distances to the nearest public facility or use the street. But, we believe that “using the street as a restroom is dehumanising,” In some countries, there are paid local businesses to provide their restrooms to the public while other cities install public restrooms. However, by providing a safe and secured toilet facilities for homeless with easy access, the beneficiaries of the project would be more at ease.

 

Whether it is a concern for people’s dignity, concern for people’s businesses, or concern for tax money, everyone has a reason to want the homeless to have adequate access to restroom facilities. This is an issue that cannot be avoided or ignored by any segment of society for both practical and moral reasons. There is no universal solution to solving the problem but there is also an abundance of good options to consider. The only option that shouldn’t be considered is doing nothing.

Make Learning Fun

Project Abstract

Children lack interest in learning academic subjects at schools. Poor parenting, lack of values and ethics, limited access to technology, result into poor growth of the youth as an individual.

Results and Impact on beneficiaries

The project targeted 200 youths from 3 organisations, namely, ASSOCIATION DEVELOPPEMENT DE PAMPLEMOUSSES, ASSOCIATION ANOU GRANDI AND H. RAMNARAIN GOVERNMENT SCHOOL.

The results achieved are: fun in learning was incorporated through games and literacy

Through educational games, the youths were able to approach education with more enthusiasm, they try harder to achieve better performance.

To verbal proficiency and listening skills enhanced in children (resulting in less illiteracy in target groups)

To children's willingness to communicate thoughts and feelings were encouraged

Through Games, the students were engaged in learning and demonstrated active participation, team spirit and creativity. Teaching staff, volunteers and local community were involved in investing in youth education

 

Other stakeholders for the project included the ministry of education, NPCC and the British Council Mauritius and
Libraries namely Bookcourts, Friends, Editions des Mascareignes and Library Bourbon, Le Palmiste Hotel and local population.

The games included PASS THE BALL (TO DEVELOP BOTH ENGLISH AND FRENCH LANGUAGE; 5-10minutes); “SNAKE AND LADDERS” and MATHS RACERS (FOR NUMERACY; 5-10 mins game) and VIDEOS VIEWING ON ROAD SAFETY, HYGIENE, RESPECTING ENVIRONMENT AND MORAL VALUES

Project Abstract

A group of ten unemployed women in Rose Belle who feel distressed about not being able to meet the basic necessities of their households need to find jobs and be part of the working force in Mauritius, but face a lack of opportunities, adequate resources and academic qualifications.

Results and Impact on beneficiaries

The results achieved for the 10 unemployed women in Rose Belle are:

1) Skills and knowledge acquired: Can now use a sewing machine, for example.

2) Women empowerment: All of them are keen to work for themselves henceforth. They are proud, satisfied, motivated and empowered.

3) 15 bags sold in 1 hour at King Savers = Rs 600
Profit per bag = Rs 40 (Selling price) – Rs 15 (Cost price) = Rs 25 Total Profit = Rs 25 x 15 = Rs 375

4) 80 bags are currently in the production process and will be despatched as soon as possible. Only 15 bags were sold within the limited time frame owing to the issues encountered with our fabric at the last minute. Greater things are definitely on their way.

E-Manners

Project Abstract

In today’s society, there is a decline in moral values among youngsters. Many problems have been encountered due to the lack of moral values eg environmental and social problems. Hence, it is mandatory to find a solution to this rising problem. Therefore, the project team has opted to design an application (E-manners) with the aim to include moral values and manners to the new generation.

Results and Impact on beneficiaries

The goal of our project is to inculcate values and good manners in our children to help them become responsible citizens later in life. This will create a better society for tomorrow. A story-based APP was developed by team members following a survey and tested with 2 students - Grade 2 and Grade 3 to analyse the impact.

We are aiming towards a long term change. This the project will be consistent in order to fulfil our purpose. We cannot change the mentality or mannerism of an adult and inculcate values in them, but we can surely inculcate these good values in our children so that they grow to become good citizens. We aim to create a better society for the future with less issues like crimes, drugs, violence and more. This project will also decrease the generation gap between elders and the youth in the future since they will have the same values and the rising youth will show more respect towards them.

 

During the implementation, we have seen slight improvements in the children’s mannerism. This is the first step to our journey. We will continue to create stories and games to inculcate other values in our children and these slight improvements shall add up to create more significant ones.

Waste Management to decrease risks of floods and spread of diseases

Project Abstract

The project aims at setting up a mechanism, in collaboration with various stakeholders, for the collection (on a regular basis) of such waste in the region of Trèfles. This would, in turn, reduce the risk of flood due to blocked stream and at the same time reduce the proliferation of insects which are vectors for diseases such as malaria, chikungunya and dengue. The moto of the project is to ‘sort, recycle and innovate for a better future’. A logo was created and it includes a bin, a flower made of the recycling icon and bears the motto of the project in Kreol Morisien “Triye, Resikle, Inove, Ensam nou ProgreC”

Results and Impact on beneficiaries

The first phase of the project was implemented with an e-waste collection in Trèfles, Stanley and Camp Le Vieux in collaboration with the Municipality of Beau Bassin Rose Hill, starting on the 20th April 2019. The event is expected to recur every three months (negotiation is ongoing). On Sunday 28 April 2019, a “Trashtag Challenge” was undertaken where team members together with collaborators have cleaned a riverside at La Chaumiere in an endeavour to discourage the disposal of waste in rivers. A short clip was created and uploaded on social media (Facebook, youtube) to showcase the action and encourage people to keep their environment clean.

 

The stakeholders involved are: Municipality of Beau Bassin Rose Hill; Atics Ltd; The Solid Waste Management Division of the Ministry of Environment; Radio One; Archimage Production; MauBank Ltd; CMT Ltee; Mr Reshad Eyasim and Le Defimedia Group.
